It should be in the Utilites folder in the Train Simulator Directory with the Train Sim Activity Unpackeger.

Use the utility program TGATool2 (Freeware) to convert ace filesYou find it at http://fly.to/mwgfx Very useful and if you search about it in these forums you'll find a lot of infos.
