Speed Change Problem – image 1

I am creating an activity for Raton Pass where the player controlled train starts in motion and has to make a stop at Trinidad station. After the train leaves the station and procedes past the speed limit sign where it is supposed to change to 70mph for passenger, the speed limit remains at 50mph from when I entered the siding for the station stop. There are no freight wagons in the consist so that isn't the problem. Is there any way to get the speed limit to change when I pass this sign?

Update to my problem, I noticed that when I don't stop at Trinidad but still take the siding at Trinidad, the speed limit changes when I pass the sign. I also tried this in Explore mode and got the same results. The speed limit still doesn't change when I stop at Trinidad and the continue toward the sign.

I found out how to fix this problem. I had to place a permissive signal just after the speed post in order th have the speed change take effect.
