when should we apply the colours for the terrains?
is it after fully finishing our route or before we lay the objects&accesories?

I think you can do that at any time, either before or after.

As said above, you can change them at any time depending on how you work. Sometimes it helps me to change the terrain (terrtex) first to kind of outline the town, farm or whatever it is I'm working on. There is really no specific way to do it.
