Always Select, Never Select: What are these options for

I'd like ask you, if somebody knows the meaning of these options that appear in the pop-up menu when editing terrain in F9 mode:Always select,
No always select,
Never selectThey are useful, for what? What can we select? In the help files I didn't find anything about that.
I'd like to learn about these options, I think they can make our task easier, specially editing terrain levels, that is very difficult itself. Thank you all in advance...
