DEM data extraction and quad tree generation

Hi everyone,
I was just wondering if there was someone out there who knew about the .t file format, and about how to generate the quad trees so that you can place the tiles in order?I've figured out the file format for the .raw files, and am able to extract the elevation data from them, but I don't know in what order I am supposed to use them, at what tile co-ordinates.Can anyone help?pagefault
