I think you are looking for this:
Changing the speed shown in the cab view, if so go to the cvf file for the engine, and look for this: Dial (
Type ( SPEEDOMETER DIAL )
Position ( 331 230 4 29 )
Graphic ( Needle02.ace )
Style ( NONE )
ScaleRange ( 0 100 )
ScalePos ( 226 137 )
Units ( MILES_PER_HOUR )
Pivot ( 26 )
DirIncrease ( 0 )Yours probably says, under Units ( KM_PER_HOUR ), so change it as above. Can't remember whether you need to change the ScaleRange as well. So try the Units first and see what you get.

Just open the .cvf file in notepad, search for KM and replace it with MILES (or the other way around)
