Kyle it was originally distributed as part of Joseph Realmutto's upgraded electric sounds...
You are supposed to install it in either your Base Sound Folder or the Sound Folder for the Engine you are using....
Look on any of the recent NALW locos and you'll find it....Chuck Schneider

Just install it in your Train-Simulator\Sound folder and then anything that references it can find it there and you only need one copy of it....Chuck Schneider
