If you mean these gadgets over the engine in the photo they are semaphore signals.

As Vince pointed out they are Semaphores...
The NH in the Electrified Zone used reverse quadrant Semaphore signals because of clearance and placement issues with the Catenary and supporting structures IIRC.Chuck Schneider
