Does Any one know what a libray/DLL error is? I can't get my scanner software to load because of the error.

A DLL file is a Dynamic Link Library file, these files contain special program functions that various applications need to work properly.Apparently from the error message your system is missing a specific file that the Install-shield installer is looking for. If this is software you downloaded, I would suggest downloading it again as the original copy may have been corrupted. If it is CD based, try running the installer again and if it still fails then contact the vendor.
