This is a lot more complicated question than it seems. First, I assume the result is better at earning it's keep, not better at looking cool or just running fast or pulling a big load. Although it might seem they would go together, they generally don't. The problem is that not all trains need the same power requirements. And although it might be nice to run everything at 80 mph, there really is not a lot of country where that would work without creating a number of problems such as damaged freight, derailments and added wear on the track, extra maintainence, ect. not to emntion the tremendous extra cost in fuel use. Since the resistance increase is not linear with speed, the extra fuel cost can not be offset by more traffic and expedited freight.
I can't upload a big message with the wife's second string computer, plan B.

Now if say 5,800 horsepower is needed to maintain a track speed of 50 mph with a given consist over the major portion of the route, and if there are not severe grades which would need the extra power to keep the pace up the hill, then 2 SD40-2s will manage fine, while one Dash 9 won't do the job, and 2 units wastes a lot of locomotive, as that is 8,760 HP, or 2,960 HP more than is needed. Although the Dash 9 is more efficient, it will not be the best economical choice for lines which have significantly varying weight and types of consist. For mainline work, especially on high speed freight, and even more so if unit trains or rather typical train specs dominate, a high horsepower model may be the best choice. The problem gets to be even more of an issue with 6,000 HP locomotives. A train which would need 7,000 HP is wasting a lot of power with 2 of these units.

Now in terms of longevity, the SD40-2 has seen a lot more years of service than most models will ever expect to see (a GP9 may also fit into this catagory), and that is a result of fitting the need of the RRs for a lot of varied purposes. Although not the best locomotive for the job, it is a pretty good choice on many of them, and the best for the job, may not work at all on a different job. It is a small enough building block that it does not leave a lot of wasted power tied up on lighter trains, but can be assembled into a workhorse for heavy loads, by using lots of units.

My vote would go for the "Big Iron," DDA40X or U50, or even the Big Blow. I know they're all out of service, and they were a bear to operate and ride, but still...

Failing that, a nice bit of Paxman power - a Class 43 (aka the High-Speed Train or Intercity 125)
